Last November it was on sale for $8 - Some people stocked up during the sale and were never able to get rid of it.
A lot of what seem to be low-ball offers are because people stocked up on giftables that they did not want and only bought them on sale for future trade or had them gifted to them during various promotions.
Kind of like (for example) you won the train simulator with every single DLC but had no use for it, would never play it and couldn't really find the small niche crowd of people who would actually want it so you swap the entire set for a copy of Darksiders II since you don't have the cash in the bank yourself and DSII is something that you'd actually get some use out of.
There's other ways of looking at it as well.
For instance that $10 could be used for Steam game on sale that normally retails for $60 and will be off sale in a few days (not right now but sometimes $10 can go a long way).
And GamersGate has BB Legendary on sale for $14 right now so instead of dealing with GG direct this gives someone a chance to finally get rid of their rid copy and saves me 4 bucks.
