Yes, it is possible (though VERY unlikely, since they didn't lock the copies when RU OLD tag was implemented) that it will turn into region-locked gift later, so there is a risk if you want to resell/gift it later. However, if you want the game for yourself and will activate it immediately you are safe. I don't remember a case of Valve retroactively locking games in someone's library. CD Project Red also doesn't want to hurt any customers with unnecessary security measures (remember the patch that made W2 drm-free several weeks after the release?)
