I can quite well use Steam in-shop currency for my own purchases, so 18 TF2 would relate to actual >36 $ while 25 $ is a lot less. I'd prefer to wait and see if there are other offers in that case.
You don't have the hardware? It will be tough. AMD wants you to download a hardware verification tool. I don't give any guarantee that it will work in any way if you don't have the needed graphic cards listed above.
You may want to double check if this will work out with your friend's PC, if it's a supported GPU (see list above), if the machine hasn't crashed in meantime etc. idk. ;D - no refunds once you got the code, I only guarantee that it's genuine, not that it will work out for you.
